KDHE-DHCF (Kansas Department of Health and Environment – Division of Health Care Finance) maintains official medical assistance eligibility policy in two manuals. The manuals are MKEESM, generally used with elderly and disabled medical programs, and KFMAM, with family medical programs. The manuals provide Medicaid, CHIP, MediKan and other state medical assistance program policy guidelines that staff use when issuing an eligibility determinations.

When reviewing MKEESM references from past policy documentation, search within the historical MKEESM version in the “MKEESM Manual Archives” list that corresponds to the date the policy documentation was published (i.e., use August 2021 MKEESM Manual for a Policy Memo published in September 2021 for relevant MKEESM reference). Some references may have been reserved due to no longer being valid. In the case of non-medical references that were reserved due to the implementation of MKEESM, PM2017-07-01 Subsection III.C provides an explanation.
